At 7:19 on a Thursday morning, the ground under Mexico City moved for two full minutes and hundreds of small garment shops came down on the women working inside them. The earthquake killed thousands across the city — but in the sweatshops of the garment district, survivors said the reason so many seamstresses never got out was simpler and uglier than geology: the doors were locked, and the bosses had the keys. Here’s the morning it happened, and why “which way do my people get out, and can they” is still a question worth your five minutes.

On This Day in Safety — September 19, 1985 · Mexico City (the garment district)

At 7:19 a.m. local time on September 19, 1985, a magnitude 8.0 earthquake struck off Mexico’s Pacific coast in Michoacán and rolled more than 200 miles inland to Mexico City, where the soft lakebed soil under the old center amplified the shaking into something monstrous. It lasted roughly two minutes. The U.S. Geological Survey puts the death toll at around 9,500; other estimates run far higher, up to 35,000. In the city, 412 buildings collapsed outright and more than 3,000 were seriously damaged.

Now zoom in from the citywide numbers to one working district, because this is a safety brief and the story here is a workplace story. Colonia Obrera and the streets around San Antonio Abad were the center of Mexico City’s garment trade — hundreds of small, often unregistered clothing workshops stacked into aging multi-story buildings, floors loaded with heavy sewing machines, bolts of fabric, and cutting tables. Tens of thousands of women worked in them, many for wages and under conditions that survivors and organizers later described as bordering on servitude. When the buildings pancaked, the seamstresses were inside at the start of the shift. By some accounts as many as 1,600 garment workers died in that district alone.

Here’s the part that has to sit in your chest, because it’s not “the earthquake did it.” Survivors told the same thing over and over afterward: when the shaking started, the doors were locked — bolted from the outside or chained, the way owners kept them to control theft and keep workers at their machines — and there was no getting out. Then it got worse. In the days after, witnesses described bosses returning to the ruins not to dig for the women but to pull out sewing machines, fabric, and business records — stepping over the trapped and the dead to recover the equipment. One line spray-painted at a collapse site became the whole indictment: the life of a single seamstress is worth more than all the machinery in the world. Out of that rage the survivors built something: the “19th of September” National Garment Workers’ Union, founded weeks later — the first independent, women-led union of its kind in the country, born in the rubble.

The safety leader’s read

The lazy version files this under “act of God, foreign country, long time ago” and moves on. Don’t. An earthquake is the trigger, not the killer. Run it through HOP. A natural event you can’t prevent is exactly the kind of “error is normal” condition a real safety system is built to survive — you don’t get to stop the quake, so the whole game is what happens in the ninety seconds after it starts. And what happened is that a workforce was sealed inside a hazard by a decision made long before the ground ever moved: doors locked for the convenience and control of the people who owned the machines, in buildings overloaded and under-built for profit. The women didn’t fail to evacuate. They were engineered out of the chance to. The person closest to the work — the seamstress who eyed that bolted door every morning — already knew the way out was blocked. Nobody with the authority to unlock it was listening.

And this is not a foreign lesson. It’s the American one, seventy-four years running. On March 25, 1911, the Triangle Shirtwaist factory fire in New York killed 146 garment workers — most of them young immigrant women — in large part because the exit doors had been locked to stop pilfering and unauthorized breaks. That fire is the reason this country has exit-route law at all. Mexico City in 1985 is Triangle Shirtwaist with the sound turned back up: the same trade, the same locked door, the same lesson we keep having to relearn.

Name it and cite it

The floor-level rule is means of egress — how people physically get out — and in general industry that’s 29 CFR 1910.36 and 1910.37 (verify the current text at https://www.ecfr.gov before you build a program on it). Read the parts that were written in Triangle Shirtwaist’s and Mexico City’s dead:

1910.36(d) — an exit door must be unlocked from the inside. Employees have to be able to open an exit route door from the inside, at all times, without keys, tools, or special knowledge. A chained fire exit, a padlocked back door, a “we lock it for shrinkage” rule — every one of those is this violation, and it is the exact thing that killed the seamstresses.

1910.37(a) — exit routes must be kept free and unobstructed. No storing product, pallets, or the overflow of a busy shift in the path to the door. The garment shops were floors loaded wall to wall; the way out was gone before the quake hit.

1910.38 — an emergency action plan you have actually reviewed and practiced with the people it’s meant to save, including how you get everyone out and account for them after.

Translate it to the floor: you don’t run a 1985 sweatshop, but somewhere on your site there’s a door your people are counting on. Two questions decide whether they come out. First — can every person in that building open every exit door from the inside, right now, with their bare hands, no key, no code, nothing propped, nothing chained? Go pull on it. Second — is the path to that door actually clear, or is it where the forklift parks and the pallets stack up “just for today”? If the honest answer to either is a maybe, you’ve found today’s job. The lock is the thing that decides whether a survivable emergency becomes a body count.

The Full EHS Picture

Most incidents we cover are E, H, and S at once. This one lands hard on the S and the H, and I’ll be straight about the E rather than manufacture one.

Safety (S): the spine — locked and blocked exits, overloaded and under-built structures, no drilled way out. The fix was never a calmer worker or a smaller earthquake; it was a door that opens from the inside and a path to reach it.

Health (H): the acute toll was crushing and traumatic asphyxia — the way collapse kills, in minutes. Then the slower bills: the rescuers and neighbors who dug by hand for days and carried what they found for the rest of their lives, and the survivors who lived with it. And don’t miss the occupational-health backdrop that was already running before the quake — poor ventilation, cotton and fabric dust, endless hours bent over a machine. The collapse was sudden; the conditions that filled those rooms with women in the first place were a slow hazard of their own.

Environmental (E): be honest — this was a seismic building collapse, not a chemical release, and there’s no verified record of a toxic spill or offsite contamination driving the harm here. What’s true and worth naming: the collapse of hundreds of mid-century buildings threw an enormous cloud of demolition dust — pulverized concrete, silica, and the asbestos common to that era’s construction — over the rescuers and the neighborhood, and the debris had to be hauled and managed for months. Not every safety story has a big environmental tail, and pretending this one did would cheapen the ones that do. The harm here was overwhelmingly to human beings, sealed in by a lock.

Today, an entire country is practicing the drill those seamstresses never got. Right now — this Saturday, September 19, 2026, at noon Mexico City time — Mexico is running its Simulacro Nacional, the national earthquake drill it holds on this exact date every year. Sirens sound, phones nationwide light up with a warning tone almost identical to the real seismic alert, and people practice the thing that saves lives: get up, use the stairs not the elevator, move to a marked point outside. The date isn’t an accident — it’s September 19 precisely because the killer quakes of both 1985 and 2017 struck on this day. So what for safety leaders: this is the whole lesson turned into a habit. Evacuation capability is not something you rise to in the moment — it’s something you build in advance by practicing it, or you don’t have it when the floor moves. When did your people last actually move through an evacuation — walked the route, timed it, took a headcount — instead of just getting an email with the plan attached? Locking and blocking exits is not history — it’s a live enforcement fight in American retail. In July 2024, the U.S. Department of Labor announced a nationwide settlement with Dollar General worth about $12 million, resolving a years-long pattern of citations that included blocked emergency exits, blocked electrical panels, and blocked fire extinguishers across its stores. The teeth of it: the company now has to fix any future blocked-exit or blocked-equipment hazard generally within 48 hours or face fines up to $100,000 a day. So what for safety leaders: a federal regulator had to build a $12 million machine to force one chain to stop blocking its own exits — which tells you how normal, and how invisible, this hazard has become on a busy sales floor or in a crammed stockroom. The 1985 seamstresses were locked in by owners protecting merchandise. The modern version is subtler and just as deadly: exits quietly buried behind the overflow of inventory nobody had room for. Shared blamelessly, because that’s the only way anyone learns from it.

A crew is doing a fire-drill walkthrough at the end of a long week in a busy distribution warehouse. On paper the building has three exits. When the floor lead actually walks them, one’s fine, one’s got a chain of shrink-wrapped pallets stacked in front of it because the inbound trucks ran long and there was nowhere else to put the freight, and the third — the back door everybody assumes is an exit — is dead-bolted with a key lock, because it kept getting propped open and setting off the alarm, so someone “solved” that by locking it. Nobody’s hurt. It’s a calm Thursday, no smoke, no alarm. They cut the pallets off the second door, swap the dead-bolt for a panic bar that opens from the inside, and re-count their real exits. The drill did its job on a good day so it wouldn’t have to fail on a bad one.

The HOP read: nobody in this story is careless. The person who stacked pallets in front of an exit was solving a real problem — freight came in and there was nowhere to put it, and the schedule doesn’t pause for the fire code. The person who dead-bolted the propped door was stopping nuisance alarms, a real headache, the way the tools in front of them allowed. Each fix was reasonable in isolation and lethal in combination — and none of it was a character flaw, it was people absorbing production pressure with the only slack they had. What caught it wasn’t a more disciplined worker; it was the act of physically walking the exits and pulling on the doors instead of trusting the floor plan. The seamstresses of 1985 had doors on the drawing too. What they didn’t have was one that opened from the inside when it counted. Two questions worth more than “know your exits”: can every person here open every exit door from the inside, right now, with no key and no tool — and is the path to it actually clear, or clear only on the drawing?

Do This One Thing

Before your next shift, pick the one exit your people are most counting on — the back door of the stockroom, the far end of the warehouse, the fire door at the end of the hall — and go do two things with your own hands. One: pull on it. Can you open it from the inside, right now, with nothing but your hand — no key, no code, no thumb-turn nobody can reach, no chain, no “we lock that one”? If you can’t, that is today’s emergency, not tomorrow’s project. Two: look at the path to it. Is it clear all the way, or is it where the pallets, the carts, and the overflow of a busy day quietly pile up? Fix whichever one fails. The seamstresses of Mexico City and the garment workers of Triangle Shirtwaist died the same death, seventy-four years apart, for the same reason: the door was there, and the door was locked.
